El Damir El Arabie - {part3/4} Middle Eastern Facts! "The cruelty and illegality of the US government's program of secret detentions can be illustrated by one man's story. It is the story of a man who was never charged with any crime, but who was held in secret CIA custody for nearly three years, becoming the victim of enforced disappearance. This man is 31-year-old Yemeni national Khaled Abdu Ahmed Saleh al-Maqtari, one of the men most recently released from the CIA's secret detention program. In interviews with Amnesty International, he has given a full account of his ordeal since he was taken into custody by US forces in Iraq in January 2004. Initially held in Abu Ghraib, Khaled al-Maqtari was transferred first to a CIA secret prison in Afghanistan, and then, in April 2004, to a second secret prison in an unidentified country -- possibly in Eastern Europe. He was held there in complete isolation for a further 28 months, before being sent to Yemen and eventually released in May 2007. His account contains numerous allegations of torture and other ill-treatment in detention. These include prolonged isolation, repeating beatings, sleep deprivation, forced nudity, exposure to extremes of hot and cold, as well as sensory deprivation and overload with bright lighting and loud music or repeated sound effects. The effects of torture Khaled al-Maqtari is now a free man, but he suffers the effects of psychological and physical torture and other ill-treatment. The abuses that have affected him most, he said, were the years of endless isolation, his total uncertainty about his future, the constant monitoring by cameras and his segregation from the outside world, particularly the lack of contact with his family. "At no point during his 32-month confinement was Khaled al-Maqtari told where he was or why. He did not have access to lawyers, relatives or any person other than his interrogators and the personnel involved in his detention and transfers. This clearly violates the USA's international obligations. The US government has a case to answer", said Anne FitzGerald, Senior Adviser at Amnesty International, who interviewed Khaled al-Maqtari. Khaled al-Maqtari has not received any reparation from US authorities, who have yet to even acknowledge his detention. Torture and enforced disappearance are both crimes under international law. They cannot be justified under any circumstances. Amnesty International has called on the US authorities to end these practices and bring those responsible for human rights violations to justice." At least 20 people were killed and scores injured by Israeli cluster munitions that remained after the conflict. Hizbullah launched missiles into Israel, causing the deaths of 43 civilians and damaging hundreds of buildings." (Amnesty International Lebanon) -"In the 34-day war which broke out on 12 July, after Hizbullah's military wing crossed into Israel and attacked an Israeli patrol, killing three Israeli soldiers and capturing two others. Israeli forces carried out air and artillery bombardments, killing nearly 1,200 people in Lebanon, including hundreds of children. Israeli forces also destroyed tens of thousands of homes and commercial properties, mostly in south Lebanon and in the suburbs of Beirut; and targeted and damaged main roads and bridges throughout the country. Hizbullah missiles fired into Israel caused the deaths of 43 civilians and damaged hundreds of buildings." (Amnesty International Israel/Palestinian Occupied Territories) - " In the final days of the war, after the terms of the ceasefire had been agreed, Israeli forces launched hundreds of thousands of cluster bombs containing up to 4 million bomblets into south Lebanon. The million or so unexploded bomblets that were left continued to kill and maim civilians long after the end of the war. Some 200 people, including tens of children, had been killed or injured by these bomblets and newly laid mines by the end of the year. Despite repeated requests, Israel did not provide detailed maps of the exact locations where its forces launched cluster bombs to the UN bodies mandated to clear unexploded ordnance." (Amnesty International Israel/Palestinian Occupied Territories) - "On 18 November, Tove Johansson, a 19-year-old Swedish human rights defender, was assaulted by Israeli settlers as she accompanied Palestinian school children through an Israeli army checkpoint near the Tel Rumeida Israeli settlement in the West Bank city of Hebron. She was struck with a broken bottle and sustained facial injuries. Israeli soldiers at a nearby checkpoint took no action to stop the attack or apprehend the perpetrators." (Amnesty International Israel/Palestinian Occupied Territories) - "In December the Supreme Court rejected a discriminatory law enacted the previous year that denies Palestinian victims compensation for abuses suffered at the hands of Israeli forces. However, impunity remained widespread for Israeli soldiers and settlers responsible for unlawful killings, ill-treatment and other abuses of human rights of Palestinians and attacks against their property. Investigations and prosecutions relating to such abuses were rare and usually only occurred when the abuses were exposed by human rights organizations and the media. By contrast, the Israeli authorities took a range of measures against Palestinians suspected of direct or indirect involvement in attacks against Israelis, including measures such as assassinations, physical abuse and collective punishment that violate international law." (Amnesty International Israel/Palestinian Occupied Territories) " Trials of Palestinians before military courts often did not meet international fair trial standards, with allegations of torture and other ill-treatment of detainees inadequately investigated. Hundreds of Palestinians were held in administrative detention without charge or trial; more than 700 were being held at the end of the year. Family visits to some 10,000 Palestinian prisoners were severely restricted as many of their relatives were denied visiting permits."
