Il s'agit d'une action expérimentale, "une lutte sans merci contre les violences urbaines et l'économie parallèle", que le ministre de l'Intérieur entend mener dans les cités sensibles. Après un recul global de la délinquance en 2003 de 3,4 %, l'objectif serait de voir celle-ci baisser encore de 3 % à 4 % d'ici à la fin 2004. Pour cela, les dix-huit départements concernés verront leurs moyens augmenter en 2004 et seront visités un à un par Nicolas Sarkozy, afin de rencontrer les acteurs locaux et les forces de l'ordre. Première sur la liste : Strasbourg et ses fameux quartiers Hautepierre et Neuhof, célèbres pour leur triste record de voitures incendiées, où s'est rendu le ministre de l'Intérieur, lundi 9 février 2004. A cette occasion, Nicolas Sarkozy a mis l'accent sur la lutte contre l'absentéisme, "première étape contre la délinquance" et s'est défendu des accusations de "stigmatisation" portées par les habitants. Il a par ailleurs annoncé qu'un dispositif anti-absentéisme serait mis en place dans les deux collèges de Hautepierre dès 2004, avec la présence d'un "correspondant absentéisme", un référent policier, pour chaque établissement scolaire et des places réservées en internat pour les jeunes de ces quartiers. Un dispositif qu'il compte appliqué à terme dans vingt-trois autres lieux difficiles en France.
