The initial proposed limits, based on medical evidence and testimony, had been for 35 ounces of dried medicine and a 100-square-foot growing canopy. Gov. Christine Gregoire for some reason felt that law enforcement should have a say in medical decisions, so after seeking more input from police, these lower limits have been proposed. The six were identified as Michael Adkins, Tommy Green, Charlie Ahn, Scotland Hammond, Jay Alie and Henry Scott, according to the Clark County Sheriff's Office. Putting deputies and police officers on paid leave after a shooting is routine procedure. Meanwhile, one witness told KGW the shooting was the closest thing to an assassination attempt that he's ever seen. "Seven people don't empty their guns into somebody without intention of killing them," said witness Dave Langley. Officers responding to a disturbance report ended up firing several shots at a vehicle they feared might ram them early Saturday morning, police said. It all started just after 2 a.m., when Camas and Washougal officers were dispatched to a disturbance in the 20700 block of SE Evergreen Highway. Authorities said a Ford Bronco with two men and one woman inside left the scene and officers began following it a short time later. The driver, later identified as Rocky Brown, 38, of Vancouver, was going the speed limit but would not pull over for police. Then, officers said the driver pulled over near the intersection of 58th Street and 199th Avenue and the two passengers got out. But Brown took off again and police followed. Eventually, police said the Bronco turned around and headed right for them. The driver headed directly at deputies and officers who said they then fired multiple gun shots at the vehicle. But even this did not stop the driver. Police said he managed to negotiate around the patrol cars and continued westbound heading directly back to where the officers were still dealing with the passengers. "Fearing that the vehicle was going to run over the officers and the passengers officers fired at the vehicle. The vehicle came to a stop and the driver got out," Sgt. Scott Schanaker said. "The driver refused to obey commands by the officers however, was ultimately taken into custody without further incident." Rocky Brown and his mother did not want to go on camera, but they told KGW he never intended to elude police. In fact, they said he called dispatch to tell police where he was heading. Brown was transported to South West Washington Medical Center where he was treated overnight and released. Police have not yet determined what charges Brown may face. My wife, a former middle-school teacher, can't believe the school administration is so clueless as to throw away this opportunity for a valuable, real-life civics lesson -- to let these kids learn about the value of nonviolent civil protest, mutual respect, and earnest negotiation to come to a compromise. Spontaneous teaching moments such as these are what GOOD teachers hope and live for. Patty Murray, who cited internal e-mails that put the number at 12,000 a year while the department was publicly saying it was fewer than 800. Some experts now predict that suicide deaths among Iraq veterans will exceed the number of Iraq battlefield deaths. "The suicide rate is a red alarm bell to all of us," the Washington state Democrat said. She added that the VA's mental health programs are overwhelmed by Iraq and Afghanistan veterans even as the department seeks to downplay the situation. "We are not your enemy, we are your support team, and unless we get accurate information we can't be there to do our jobs," Murray said. VA deputy secretary Gordon Mansfield acknowledged the numbers discrepancy and apologized during a Senate Veterans Affairs Committee hearing. But Murray remained skeptical, saying the VA has shown a pattern of misleading Congress when it comes to the increasing number of soldiers who served in Iraq and Afghanistan seeking help and putting a strain on Defense Department and VA facilities and programs. "I used to teach preschool, and when you bring up a 3-year-old and tell them they have to stop lying, they understand the consequences," Murray said. "The VA doesn't. Chokehold Leaves Woman Unconscious In Jail Restraint Chair http://realitycatcher-alapoet.blogspot.com/ November 18, 2006 Officer in Lisa Tanner jail case charged with perjury By KENYA WOODARD Staff Writer PALM COAST -- The Flagler Beach police officer whose arrest of State Attorney John Tanner's daughter Lisa in March 2005 led to a controversial probe into allegations of inmate abuse at the Flagler County jail has been charged with perjury. According to a Flagler Beach police report this month, Nathaniel Juratovac was charged with felony perjury and misdemeanor falsifying police reports after an internal investigation by North Miami Beach-based private investigator Pat Franklin. "My investigation has found at least nine counts of perjury by contradictory statements ... at least six counts of false reports of commission of crimes," Franklin said in an affidavit. It was Juratovac's arrest of Lisa Tanner in March 2005 that led to her being strapped into a restraint chair at the jail and eventually to the current battle between John Tanner and Jacksonville-based State Attorney Harry Shorstein. Shorstein is investigating John Tanner's probe of the Flagler jail. Flagler Beach Police Chief Roger Free hired Franklin in June to investigate Juratovac's conduct in the November 2005 arrest of Lisa Tanner and Michael McGuirk, who was charged with aggravated assault. During a telephone interview Thursday, Juratovac said the charges against him are the result of Franklin's "completely one-sided" investigation. Juratovac, 34, said Free told him he would be able to give Franklin his own statement. "I was assured by my chief that I would be questioned on this investigation, but I wasn't," he said. "I feel betrayed." Free was not available for comment Friday. When asked to comment, John Tanner's spokeswoman, Linda Pruitt, said Friday: "It's our understanding that the chief is working with another agency in that matter and it's an ongoing investigation." Juratovac has been on paid administrative leave since May after a Flagler County grand jury -- convened by Polk County based State Attorney Jerry Hill -- criticized Juratovac's actions during Lisa Tanner's November 2005 arrest. That grand jury dropped charges against Lisa Tanner and McGuirk in the November 2005 arrests. The March 2005 charges against Lisa Tanner were dropped by 18th Judicial Circuit State Attorney Norman Wolfinger. According to an affidavit filed with the Flagler County Clerk of Courts, Franklin's investigation focused on a complaint filed by McGuirk's mother. Franklin said in his report he found "ample evidence" to support McGuirk's mother's claims of Juratovac's "untruthfulness" when he testified during McGuirk's violation of probation hearing in February. The case is now being investigated by Hill's office because it is related to Lisa Tanner's November 2005 arrest, Hill spokesman Chip Thullberry said Friday. In May, two Flagler County jail guards were indicted by the grand jury on charges they mistreated her during her March 2005 arrest. Juratovac, who makes $27,664, was not indicted by the grand jury. But the grand jury blasted his conduct during the November arrest and asked John Tanner to dismiss all criminal cases based on Juratovac's testimony. Tanner later announced his office would dismiss all pending criminal cases based or dependent on Juratovac's testimony. Meanwhile, Juratovac has filed a motion in Flagler County Circuit Court asking that his name be stricken from the Flagler County grand jury's report. Greg Brennan, Juratovac's attorney, said Thursday the officer's name should be removed from the grand jury's report because he was not presented with a copy of the report or given a chance to respond to it. "It should not have been released without giving him a chance to dispute the allegations," he said. Big kudos to Joanna McKee, Martin Martinez, and Vivian McPeak for helping to make this thing happen. The day began at noon in Volunteer Park, with the assembled throng marching and chanting through downtown Seattle (to the delighted thumbs-up, smiles and honking car horns of many passersby), and ended up at Westlake Park for speeches and musical performances. Among the highlights of the day for me were rousing addresses by Martin Martinez of CannabisMD.org and famed Seattle attorney Douglas Hiatt, who may well be the hardest working man in the medical marijuana movement. A recurring throughout the day was the memory of Tim Garon and his brave fight for life after being denied a liver transplant due to his legal, physician-approved use of medical marijuana. Tim's presence was felt most acutely when Hiatt, who represented him, gave one of the most moving and impassioned speeches of the day centering on Garon's struggle against the forces of ignorance and anti-marijuana prejudice. Hiatt said Garon made him promise that he'd do all he could to prevent such a thing from happening to anyone else -- and he exhorted the crowd: "Help me keep my promise to Tim Garon." Washington Attorney General Rob McKenna says I can't have my legal medicine until I'm off probation, but lemme tell ya: it sure smelled good in Volunteer Park, along the entire march route, and at Westlake for the finale.
