Creative Commons license: Public Domain Brady Act Requirements In November 1993, the Brady Handgun Violence Prevention Act of 1993 (Brady Act), Public Law 103-159, was signed into law requiring Federal Firearms Licensees (FFLs) to request background checks on individuals attempting to purchase a firearm. The permanent provisions of the Brady Act, which went into effect on November 30, 1998, required the Attorney General to establish the National Instant Criminal Background Check System (NICS) that any FFL may contact by telephone or by other electronic means for information, to be supplied immediately, on whether receipt of a firearm by a prospective transferee would violate section 922 (g) or (n) of title 18, United States Code, or state law. The NICS is a national system that checks available records in the National Crime Information Center (NCIC), Interstate Identification Index (III), and the NICS Index to determine if prospective purchasers are disqualified from receiving firearms. The FBI developed the NICS through a cooperative effort with the Bureau of Alcohol, Tobacco and Firearms (ATF) and local and state law enforcement agencies. The NICS is designed to respond within 30 seconds to background inquiries to provide FFLs with an immediate answer as to whether the transfer of a firearm would violate state or federal law. The NICS Index contains records provided by state and federal agencies about persons prohibited from receiving firearms under federal law. All records in the NICS Index are dis-qualifying records and will prohibit the sale of a firearm. Most records in the NICS Index are obtained from federal agencies. However, authorized local and state law enforcement agencies may voluntarily contribute records to the NICS Index. Marijuana Is Not Cool / Video Marijuana Is Not Cool - public service announcement public domain video. The National Household Survey on Drug Abuse (NHSDA), sponsored by the Substance Abuse and Mental Health Services Administration (SAMHSA), Department of Health and Human Services, has shown that since 1992, the rate of past month marijuana use among youth has more than doubled, going from 3.4 percent in 1992 to 7.1 percent in 1996. Similar trends are evident among both boys and girls; among whites, blacks and Hispanics; and in metropolitan and nonmetropolitan areas (SAMHSA 1997a). Other studies have also shown a doubling of marijuana use between 1992 and 1995 among 8th graders, and significant increases among 10th and 12th graders (NIDA 1997). At the same time, the rate of 12 to 17 year olds perceiving great risk in using marijuana has decreased. In the 1992 NHSDA, 39 percent of youths reported that smoking marijuana once a month is of great risk to people compared with 33 percent in 1996. Similarly, in 1992, 64 percent of youths reported smoking marijuana once or twice a week was of great risk to people compared with 57 percent in 1996 (SAMHSA 1997b). The National Institute on Drug Abuse (NIDA) has reported that marijuana can be harmful both from immediate effects and damage to health over time. Specifically, studies have shown that marijuana can hinder the users' short term memory and ability to handle difficult tasks (Schwartz et al. 1989). Students may find it difficult to study and learn. While many of the long-term effects of marijuana use are not yet known, studies have shown that daily marijuana smokers who did not use tobacco had more sick days and doctor visits for respiratory problems than a similar group who did not smoke either substance. A person who smokes marijuana regularly may have many of the same respiratory problems that tobacco smokers have (Tashkin et al. 1987). Other studies have shown that the regular use of marijuana may play a role in cancer and problems of the respiratory, immune and reproductive systems. Heavy marijuana use can affect hormones in both males and females. Both animal and human studies have shown that marijuana impairs the ability of T-cells in the lungs' immune defense system to fight off some infections. Because of the drug's effects on perceptions and reaction time, users could be involved in automobile accidents (NIDA 1995). According to the 1996 NHSDA, nearly one million 16-18 year olds (11 percent) reported driving at least once within two hours of using an illicit drug in the past year (most often marijuana) (SAMHSA 1998). Although it is not yet known how the use of marijuana relates to mental illness, some scientists maintain that regular marijuana use can lead to chronic anxiety, personality disturbances, and depression (NIDA 1995). Some frequent long-term marijuana users show signs of lack of motivation and tend to perform poorly in school (Pope 1996). A recent study demonstrated similarities between marijuana's effect on the brain and those produced by such addictive drugs as cocaine, heroin, alcohol, and nicotine (Volkow 1996). There is substantial interest in the co-occurrence in the general population of illicit drug use with other kinds of behavioral patterns, mental syndromes, and psychiatric disorders (Bourden et al. 1992, Kandel et al. 1997, Kessler et al. 1996, SAMHSA 1996). A number of descriptive studies have demonstrated that people who use drugs are more likely to have mental disorders, physical health problems, and family problems (NIDA 1991). In addition, a recent study (Crowley 1998) was conducted with 165 boys and 64 girls between the ages of 13 and 19 who had been referred by social service or criminal justice agencies to a university-based treatment program for delinquent substance-involved adolescents. Based on interviews, medical examinations, social history, and psychological evaluations, the study showed that marijuana use by teenagers who have prior serious antisocial problems can quickly lead to dependence on the drug. Most of the youths reported that their behavioral problems predated, and were not initially caused by, their drug use. The 1994, 1995, and 1996 NHSDA incorporated the widely used Youth Self-Report (YSR) Checklist which ranks adolescents on a variety of clinically validated scales of behavioral and emotional problem behaviors (Achenbach 1991). In this paper, the relationship between marijuana use among those age 12-17 and various problem measures, as reported on the YSR, is shown. This paper concentrates primarily on the reported frequency of marijuana use and its relationship with self-reported behaviors. There are many different reasons that couples choose to learn Natural Family Planning — some like its high effectiveness rate, others appreciate that it is safe and healthy for the woman, and still others are glad to find a method of spacing births that fits with their religious beliefs. Couples choose to practice Natural Family Planning for a variety of reasons. Important to many people is the issue of morality. The services of the League are open to all regardless of religious affiliation or conviction, but that doesnt mean that we teach NFP without moral and religious convictions. First, we believe that God is the Author of nature; He is the one who put together in the marriage act what we call "making love" and "making babies." It is God who in His providence has allowed us to learn in the late 20th century about womans alternating fertility and infertility — and about Natural Family Planning — at the same time that other medical advances greatly increased the population survival rate. NFP allows couples to prudently regulate births without recourse to unnatural, immoral methods of birth control that interfere with the way God designed our fertility. As astonishing as this statement may seem, throughout history natural methods have never been less effective than the unnatural, non-surgical methods. (Moral methods may not be as convenient, and they do require self-control, but that is a wonderful and rewarding virtue to acquire, as many NFP couples will attest.) In the 1930s the Ogino-Knaus Rhythm Method of NFP was as effective as the most effective "new" contraceptive barrier methods. In the 1960s, when the Pill launched the Sexual Revolution, the Sympto-Thermal Method of NFP (as taught by CCL today) was as effective as the Pill. Religious and moral convictions guide anyones decisions about sexual behavior. We believe that when people are fully informed about the advantages of NFP they will see that this method best agrees with their convictions as well as their practical desires for happier marriages and healthier lives. NFP does not mean "Not for Protestants." You dont have to be Catholic to have strong convictions that it is wrong to use unnatural methods of birth control. "Such 'providentialists' should at least learn the rules for ecological breastfeeding, God's own way of spacing babies." For a better understanding of the moral issue of birth control and to find out the true position of the Catholic Church on this matter, please see Church Teachings on NFP. and especially the full text of Pope Paul VI's encyclical letter Humanae Vitae (On Human Life).However, while they often learn NFP for a single reason, most couples are happily surprised to find that there are other advantages to using NFP that they never suspected. Weve compiled here the various reasons couples have told us theyre glad to have found NFP. Natural Family Planning is fertility awareness, the knowledge of a couple's fertility. It is a means of reading a woman's signs of fertility and infertility. The Couple to Couple League teaches three basic signs of fertility — temperature, mucus and cervix — and how to apply this knowledge through the Sympto-Thermal Method (STM) of NFP, which can be used both to achieve and to avoid or postpone pregnancy. In his remarks he explained the Church's prohibition on artificial procreation. Artificial procreation, such as in vitro fertilization, he said, has given rise to "new problems," such as "the freezing of human embryos, embryonal reduction, pre-implantation diagnosis, stem cell research and attempts at human cloning". All these, he said, "clearly show how, with artificial insemination outside the body, the barrier protecting human dignity has been broken." The Pope added: "When human beings in the weakest and most defenceless stage of their existence are selected, abandoned, killed or used as pure 'biological matter', how can it be denied that they are no longer being treated as 'someone' but as 'something', thus placing the very concept of human dignity in doubt". Judie Brown, President of American Life League points out in her new book - Saving Those Damned Catholics - that while it is official Church teaching, most Catholics in North America have no clue that artificial procreation is immoral. Brown commented to LifeSiteNews.com on the Holy Father's statements, saying, "As elated as I am about Pope Benedict's comments this morning once again repeating the Church's condemnation of the practice of in vitro fertilization, I am saddened by the realization that the American Catholic bishops refuse to even take up an explanation of what the Church teaches let alone condemn the evil practice of in vitro fertilization." In his remarks the Pope stressed that the Church "cannot and should not intervene on every scientific innovation." However, he said, "it has the task of reiterating the great values at stake, and providing the faithful, and all men and women of good will, with ethical-moral principals and guidelines for these new and important questions." "The two fundamental criteria for moral discernment in this field", he said, "are: unconditional respect for the human being as a person, from conception to natural death; and respect for the origin of the transmission of human life through the acts of the spouses". If The US Catholic Bishops Were Allowed By Law To Endorse Presidential Candidates, They Would Not Endorse Obama Since He Is At Odds With 5 Non-Negotiable Issues. As responsible Roman Catholic voters we must examine the important issues and see what Senator Barack Obama would do as President of the United States. For Roman Catholics, there are five non-negotiable issues. If a candidate supports any of these issues, you may not vote for them. These five current issues concern actions that are intrinsically evil and must never be promoted by the law. Intrinsically evil actions are those that fundamentally conflict with the moral law and can never be deliberately performed under any circumstances. It is a serious sin to deliberately endorse or promote any of these actions, and no candidate who really wants to advance the common good will support any action contrary to the non-negotiable principles involved in these issues. The issues are 1) abortion; 2) euthanasia; 3) embryonic stem cell research; 4) human cloning; and 5) homosexual marriage. Senator Barack Obama is at odds with just about every one of them. Senator Barack Obama is at odds with these key elements of The Roman Catholic Faith. No faithful Catholic in good conscience can vote or support this presidential candidate. The teachings of the Magisterium show why it would be gravely sinful to vote for him. The Church states that It is never licit to obey it, or to take part in a propaganda campaign in favor of such a law, or to vote for it. (Pope John Paul II, Evangelium vitae 73) Scriptures declare, You shall not murder. (Ex. 20:13). Scripture is clear that the unborn are humans. When Mary visited Elizabeth, who was pregnant with the unborn John the Baptist, Elizabeth declared: As soon as the sound of your greeting reached my ears, the baby in my womb leaped for joy. Senator Barack Obama is rated 100% from Nay-RAL, an abortion-on-demand defense group. They say, Senator Obama has a fully pro-choice record. He is rated 100% by Planned Parenthood, who is the largest abortion mill in the United States. He is rated 0% by the National Right to Life, indicating a pro-choice stance. He voted present on an Illinois partial-birth abortion ban, which is an equivalent to a no vote. He voted against an Illinois Induced Infant Liability Act. He supports artificial birth control. He supports Roe versus Wade. He voted no on defining an unborn baby as a child. He voted no on stopping minors crossing state lines for abortion. He voted no on notifying parents of minors who get out-of-state abortions. Twice, Obama voted against bills prohibiting tax funding of abortions. In February 2004, his wife, Michelle, sent out a fundraising letter, which actually stated her concern over the rise of conservatism in the Country, and that the so-called partial-birth abortion was a legitimate medical procedure that should be protected. In 2003, as chairman of the next Senate committee to which the Born Alive Infants Protection Act was sent, Obama prevented it from even getting a hearing. This act stated that all live-born babies were guaranteed the same constitutional right to equal protection, whether or not they were wanted. In 2007, Barack pledged that, in his first act as president, he will sign the Freedom of Choice Act, which would cancel every federal, state or local regulation or restriction on abortion. The National Organization for Women says it would abolish all restrictions on government funding of abortion. The Catholic Church states, Abortion and euthanasia are thus crimes which no human law can claim to legitimize. There is no obligation in conscience to obey such laws; instead there is a grave and clear obligation to oppose them by conscientious objection. Senator Barack Obama said that he thought that attempting to stop Terri Schiavos death was a mistake: I think professionally the biggest mistake that I made was when I first arrived in the Senate. There was a debate about Terri Schiavo, and a lot of us, including me, left the Senate with a bill that allowed Congress to intrude where it shouldnt have. The Catholic Church states, "Respect for the dignity of the human being excludes all experimental manipulation or exploitation of the human embryo. Recent scientific advances show that often medical treatments that researchers hope to develop from experimentation on embryonic stem cells can be developed by using adult stem cells instead. Adult stem cells can be obtained without doing harm to the adults from whom they come. Thus there is no valid medical argument in favor of using embryonic stem cells. Special gene modification research has been carried out on groups such as the 'bubble children' - those whose immune systems do not protect them from the bacteria and irritants all around them. The first clinical trial of human gene therapy began in 1990, but (as of 2008) is still experimental. Other forms of human genetic engineering are still theoretical, or restricted to fiction stories. Recombinant DNA research is usually performed to study gene expression and various human diseases. Some drastic demonstrations of gene modification have been made with mice and other animals, however; testing on humans is generally considered off-limits. In some instances changes are usually brought about by removing genetic material from one organism and transferring them into another species. There are two main types of genetic engineering. Somatic modifications involve adding genes to cells other than egg or sperm cells. For example, if a person had a disease caused by a defective gene, a healthy gene could be added to the affected cells to treat the disorder. The distinguishing characteristic of somatic engineering is that it is non-inheritable, e.g. the new gene would not be passed to the recipients offspring. Germline engineering would change genes in eggs, sperm, or very early embryos. This type of engineering is inheritable, meaning that the modified genes would appear not only in any children that resulted from the procedure, but in all succeeding generations. This application is by far the more consequential as it could open the door to the perpetual and irreversible alteration of the human species. There are two techniques researchers are currently experimenting with: Viruses are good at injecting their DNA payload into human cells and reproducing it. By adding the desired DNA to the DNA of non-pathogenic virus, a small amount of virus will reproduce the desired DNA and spread it all over the body. Manufacture large quantities of DNA, and somehow package it to induce the target cells to accept it, either as an addition to one of the original 23 chromosomes, or as an independent 24th human artificial chromosome. Human genetic engineering means that some part of the genes or DNA of a person are changed. It is possible that through engineering, people could be given more arms, bigger brains or other structural alterations if desired. A more common type of change would be finding the genes of extraordinary people, such as those for intelligence, stamina, longevity, and incorporating those in embryos. Human genetic engineering holds the promise of being able to cure diseases and increasing the immunity of people to viruses. An example of such a disease is cystic fibrosis, a genetic disease that affects lungs and other organs. Researchers are currently trying to map out and assign genes to different body functions or disease. When the genes or DNA sequence responsible for a disease is found, theoretically gene therapy should be able to fix the disease and eliminate it permanently. However, with the complexity of interaction between genes and gene triggers, gene research is currently in its infancy. Computer modeling and expression technology could be used in the future to create people from scratch. This would work by taking existing DNA knowledge and inserting DNA of "superior" body expressions from people, such as a bigger heart, stronger muscles, etc and implanting this within an egg to be inserted into a female womb. The visual modeling of this process may be very much like the videogame Spore, where people are able to manipulate the physical attributes of creatures and then "release them" in the digital world. Specifically, studies have shown that marijuana can hinder the users' short term memory and ability to handle difficult tasks (Schwartz et al. 1989). While many of the long-term effects of marijuana use are not yet known, studies have shown that daily marijuana smokers who did not use tobacco had more sick days and doctor visits for respiratory problems than a similar group who did not smoke either substance. A person who smokes marijuana regularly may have many of the same respiratory problems that tobacco smokers have (Tashkin et al. 1987). Other studies have shown that the regular use of marijuana may play a role in cancer and problems of the respiratory, immune and reproductive systems. Heavy marijuana use can affect hormones in both males and females. Both animal and human studies have shown that marijuana impairs the ability of T-cells in the lungs' immune defense system to fight off some infections. Because of the drug's effects on perceptions and reaction time, users could be involved in automobile accidents (NIDA 1995). According to the 1996 NHSDA, nearly one million 16-18 year olds (11 percent) reported driving at least once within two hours of using an illicit drug in the past year (most often marijuana) (SAMHSA 1998). Although it is not yet known how the use of marijuana relates to mental illness, some scientists maintain that regular marijuana use can lead to chronic anxiety, personality disturbances, and depression (NIDA 1995). Some frequent long-term marijuana users show signs of lack of motivation and tend to perform poorly in school (Pope 1996). A recent study demonstrated similarities between marijuana's effect on the brain and those produced by such addictive drugs as cocaine, heroin, alcohol, and nicotine (Volkow 1996). There is substantial interest in the co-occurrence in the general population of illicit drug use with other kinds of behavioral patterns, mental syndromes, and psychiatric disorders (Bourden et al. 1992, Kandel et al. 1997, Kessler et al. 1996, SAMHSA 1996). A number of descriptive studies have demonstrated that people who use drugs are more likely to have mental disorders, physical health problems, and family problems (NIDA 1991). In addition, a recent study (Crowley 1998) was conducted with 165 boys and 64 girls between the ages of 13 and 19 who had been referred by social service or criminal justice agencies to a university-based treatment program for delinquent substance-involved adolescents. Based on interviews, medical examinations, social history, and psychological evaluations, the study showed that marijuana use by teenagers who have prior serious antisocial problems can quickly lead to dependence on the drug. Most of the youths reported that their behavioral problems predated, and were not initially caused by, their drug use. The 1994, 1995, and 1996 NHSDA incorporated the widely used Youth Self-Report (YSR) Checklist which ranks adolescents on a variety of clinically validated scales of behavioral and emotional problem behaviors (Achenbach 1991). John McCains 95 percent presidential support score in 2007, McCains campaign on June 3, 2008, sent a mass e-mail noting that Obama's own presidential support score is higher than one might think. The e-mail cited vote studies compiled by Congressional Quarterly to note that Obama voted to support President Bushs positions between 40 and 50 percent of the time over the past two years. McCain spokesman Brian Rogers also noted that Obama voted with his party more than 95 percent of the time during that period, while McCain was more independent, tallying party unity scores between 70 and 90 percent. "Can you imagine Obama touting his record of supporting President Bush half the time? Well, its true by his numbers, Rogers said. McCains campaign is correct on both counts. Though Obama is a loyal Democrat who has opposed Bush on legislation more often than the average for his party in the Senate, running for president hasnt made him significantly more partisan. He opposed Bush 51 percent of the time in 2006 and 60 percent of the time in 2007. In 2007, Obama found himself in Bushs camp on immigration policy; in a series of votes, Obama backed legislation, which failed, that would have provided a temporary guest worker program and new border security measures. Obama and Bush also were allied on legislation that raised the minimum wage to $7.25 per hour over two years and provided $8.3-billion in small-business tax incentives. In 2006, as Obama was laying the foundation for his presidential bid, he supported the presidents position on key votes dealing with immigration policy and on making permanent 14 provisions in the Patriot Act antiterrorism law. All of which hardly makes Obama a full-blown Bush supporter. But his record also doesnt put him near the Senates top 10 Bush foes — a list headed in 2007 by Democrats Debbie Stabenow of Michigan, Barbara Boxer of California, Sherrod Brown of Ohio and Patrick J. Leahy of Vermont, who each were opposed to Bush more than 65 percent of the time.
