Police Operation at Gelang Patah 10 July 2006. The Royal Malaysian Police conducted an operation to catch illegal racers. Charlie Lim, a Singaporean, and his friends were among those who were caught in the operation. Attached is his account. Read it and refer to the accompanying video clips. Judge for yourself Polis DiRaja Malaysia needs to re-examine their operating procedures considering many innocent motorists and individuals, Singaporeans including, were made to go through a stressful and absolutely unnecessary experience with our police. Also judge for yourself whether the Star had correctly reported the operation. This is Charlie's account: Me and my friends met up in Gelang Patah for supper. We left the coffee shop at about 2 a.m back to Singapore. As we hit the Highway, we noticed that there was a long low loader parked across the other side of the highway. Initially, we thought it was just an accident. We also noticed in the distance, there was a helicopter in the sky flying quite low with flood lights on. Kinda weird because there was no airport in the area and the helicopter is flying too low to be just cruising by. But things got alot scarier seconds later. We noticed cars travelling against the flow of traffic and headed towards us at break neck speed! Its not one or two cars mind you, it was 10-20 cars! We just kept to the side of the road and travelled real slowly, unsure of whats going on... as we turned into the exit going towards Singapore. We were stopped by plain clothes police officers in reflective vests. Not just us, there were other Singapore bikes there too. And Malaysian cars, and bikes, even a couple of Singapore cars. This was at about 2.30 a.m. Then we realised that it was a major Malaysian police operation against illegal car racers. And we were suay enough to be on the highway when the operation started. We were all made to gather in the middle of the highway and just made to wait. We can't leave as all the exits were blocked and our licenses were taken from us. Car drivers had it even worst, they had their car keys confiscated. After an hour or so, we were told that all motorcycles will have to gather in front of all the helicopter that has landed in the middle of the Highway. There were a few reporters and they began snapping lots of pictures. Then the unimaginable happened. We were told to follow the escort vehicle in front WITHOUT helmets! Riding in a convoy with people we dun know, in the middle of the night and not knowing anything is already dangerous enough. But to do that without helmets is downright insane! Luckily for them, they decided that we can wear our helmets after all. But by then, the reporters have already snapped our faces without helmets. Travelling along in a convoy of a hundred bikes or so, we were travelling at about 30-40kmh and after about 30 minutes of riding, we finally reached the Police Staion. And then the waiting game began. Again! But the weird thing was that we were not really detained or locked up, we were just milling around just waiting for things to happen, I even went out of the police station and went to the nearby petrol kiosk to buy some 2T (engine oil). At about 7.45 a.m., some police officer made us riders push our bikes from the impounded area to the front of the station. We knew that our wait would soon be over. Finally, at about 8 plus in the morning, they started returning us our documents and told us we could go. Nothing much was said to us throughout. One of them told us to keep quiet when questions were raised. There were no statements made at all officially throughout the operation. Neither were there any 'stern warnings' issued. At the police station, some of the officers were heard shouting but I cannot be sure what were they shouting about. I cannot say that they were polite but they were not rude to us either. The Police made us go through so much hassle and trouble and then let us go just like that? What was the reason for impounding us then? A video clip obtained by theSun showed the large group surrounding and pushing about six members of the UPM Student Progressive Front (SPF) in the campus canteen. Giving an account of the incident to theSun today, third-year Chinese Studies student Lim Sok Swan said she and six other friends were manning a help counter for new students when the incident started. Lim said a group of about 50 students led by a student council leader suddenly surrounded and scolded them for setting up the help counter when the SPF is not a registered body. "They demanded we leave within 10 minutes, saying we are not allowed to be there to disturb students. "We replied that we were just helping students' welfare and denied disturbing anyone as it was in a canteen that is open to everyone," she said. "We had done nothing wrong ,so we declined to leave. They then pushed us away and removed our tables, chairs and flyers," she added. She alleged that campus security officers who were present did not offer any help and merely watched. "I was very scared," Lim said, adding she called the police as she felt the tension was escalating. "They only stopped harrassing us when police officers arrived," she added. Another student said she was pushed and fell on the floor when trying to take some photographs of what was happening. The student who said her camera broke when it fell lodged a police report at the Seri Serdang police station. "A similar incident took place on July 11(2006) where a group of 'pro-establishment' students tore up our materials at the help desk," she added. Meanwhile, Suaram coordinator Chang Lih Kang urged the Higher Education Ministry, the police and UPM's authorities to investigate and take action against the culprits. "It's a crime to intimidate someone," he said, adding that at least 15 police reports have been lodged over the incident. Meanwhile, Subang Jaya police chief ACP Mohd Fuad Talib said police have received five reports from the students. He said investigations revealed that the incident arose as a result of a misunderstanding over an event organised by the students. He said apart from some pushing and jostling among the students at the time of incident, no one was reported to have been assaulted. Mohd Fuad said police have spoken to UPM officials and have left the matter to be resolved internally. "But our officers will continue monitoring the situation to avoid any untoward incident in future," he said. UPM vice-chancellor Prof Dr Nik Mustapha R. Abdullah and deputy vice-chancellor (student affairs and alumni) Assoc Prof Dr Azali Mohamed could not be reached for comment today (July 20, 2006). You know Russians, they are very inferior. The very good American aircraft costs twice as much as the MiGs. And then, we acquired eight F-18s and 18 MiGs. MiGs are sold to us without any condition. But this great aircraft called F-18 which we bought from America, after buying it, after several months, I got to know that these aircraft cannot be used for any attacks against any country even if it is not Singapore, because the Americans sold the aircraft, but the source code is kept by them. Alice Lives Here a.k.a. Clean Shit Alice Lives Here, a Reel Power Production directed by Ong Ju Lin. The film came out tops in the amateur category and won the Justin Louise Award at the Freedom Film Festival held in August 2005. The documentary centers around the response of residents in Broga, when they found out that a waste incinerator was to be built near their village. This is a story of how a small farming village in Malaysia struggled against the powers of big government and corporation. The centre of this intense battle is located in a small town that few Malaysians have heard of -- Broga. The story of how the gritty citizens of Broga fought the relocation of the largest incinerator Asia is told through the eyes of Alice Lee, a village girl who has lived in Broga all her life. Despite a media blackout, and police scare tactics, the community organised, voted for PAS, and hired their own lawyers to bring the fight to court, culminating in an interim stop work order to halt the construction of potentially the largest 'gasification fusion furnace' incinerator in Asia. However, the stop work order has expired in June 30th and work has been revived. The documentary traces the political awakening of Alice, a clerk working a nine-to-five job in a furniture factory who denied ever being interested in politics. Adnan Yaakob - Aksi Lucah Menteri Besar Pahang Untuk Rakyat The deputy prime minister, Dato' Seri Abdullah Ahmad Badawi, impliedly says the mentri besar of Pahang, Dato' Seri Adnan Yaakob, was right to make obscene gestures and wriggle his buttocks at the opposition -- one which would land us in court if we did what he did. The poor man, don't you understand, you idiots, was provoked. "So, I was not surprised that he had reacted in the manner he did," he said. What was this grave provocation? Let Dato' Seri Adnan tell you: "They shouted nasty remarks like "hancur Barisan" and "mampus Barisan" (destruction and death to Barisan (National Front). The people must understand, he intoned piously, any statements such as these is "sudden and grave provocation". Besides, he went "in and out of the nomination centre about four times to ensure the situation was under control and that all National Front had enough drinking water". Further more, the PAS crowd called him a "samseng" (gangster) -- a pardonable assumption since only five months ago, he beat up a PAS supporter at the nomination centre in Bentong in the runup to the General Elections. (But this is not what happened: the crowd, not just PAS supporters, called him "bodoh" (stupid), "samgseng", and worse.") Be that as it may, he still behaved as the honourable mentri besar of Pahang should not. Dato' Seri Abdullah, on the other hand, sees this incident as proof of the opposition's freedom of action. They could load photographs -- taken, as the New Straits Times proudly tells you to divert attention away from it, by "unknown photographers" -- on to the Internet. The photograph can be seen on http://www.harakahdaily.com. Videotapes and blownup photographs of the incident are regularly shown by the PAs campaign. "They should realise they have the freedom in this by-election to conduct their campaigns. They cannot turn around and say the election is not free and fair," he added. Ah, now we know! The Sanggang byelections is fair because the opposition can upload photographs of the incident on to the Internet. This no doubt is why the mentri besar of Pahang intends to download these photographs to explain to the people of Sanggang why he behaved as execrably as he did. But if indeed the byelections is free as he says it is -- as no doubt he would of the general elections was and, no doubt, the UMNO divisional elections -- why does he have to repeat it at every possible moment? What has the uploading of photographs on to the Internet got to do with campaign freedom? Or is the deputy prime minister telling us, as the Prime Minister is quick to deny, there is censorship of Internet? And that the government has decided, on this occasion, to allow it. But, the speed with which the National Front reacted to Dato' Seri Adnan's provocation does indicate its nervousness at the incident. However one looks at it, the National Front must be returned in Sanggang which Dato' Abdullah Kia held until he died last month for UMNO's continued health. So, it pulls no stops in the name of a free and fair election. The federal information ministry rushed 70 information officers to keep mosques and suraus untainted by PAS "and to safeguard the integrity of Islam", working no doubt on UMNO's belief of PAS as un-Islamic. But UMNO itself makes no mention of countering the officially termed PAS lies. The Pahang information director-general, Dato' Zainal Abidin Kadir, says UMNO regarded the by-election as "very important". PAS clearly does not understand this importance: the PAS candidate, the suave lawyer and former National Front MP, Dato' Hishamuddin Yahya, raises local issues in the polls, like the distribution of Felcra shares only to those known to UMNO. This is nothing new. After all, state governments withdraw deposits from banks and cancels professional services from those whose staff is perceived to have campaigned for the opposition. The national agenda is, it would seem, to divide the country into those who support the UMNO leadership and those who do not. This may not have an impact in the urban areas, except in the clubs and Internet discussion groups, but it is live in rural areas such as Sanggang, where the voters know why they were denied what they should have got. Such behaviour as Dato' Hishamuddin raises of unfairness only proves PAS narrowmindedness. But the Pahang mentri besar insulting Malaysians by wriggling his buttocks and making obscene gestures is proof of UMNO's, and the National Front's, commitment to a Malaysia one can be proud to live in. After all, as the National Front candidate, Mr Redzuan Harun, put it so aptly: his eductional level (severely challenged when compared to his opponent) does not matter. "Even if you hold a degree from a university abroad, you cannot do much to improve the people's standard of living as long as you are not in the Government," he adds. Malaysia - Notebook Thief The current anxiety about public security is directly related to the sudden surge in the reporting of crime, especially how three snatch thefts resulted in the deaths of two women and one man. Chin Wai Fung died in Brickfields in May when she fought back against a snatch thief. Then Chong Fee Cheng fell, went into a coma and died while resisting a snatch thief in Johor Baru in mid-June. This was followed by the killing of Rosli Mohamed Saad who had gone to the aid of an Indonesian woman whose bag was snatched in Ampang in June 29. Rosli chased and caught the thief who then stabbed him twice. Citing police statistics, Lim Kit Siang, MP for Ipoh Timur, revealed in Parliament that there had been an increase in the number of reported snatch thefts these past years: from 14,368 reported cases in 2001, to 14,640 cases in 2002, to 15,798 cases in 2003 (The Star, 6 July 2004). The Deputy Minister of Internal Security Datuk Noh Omar further revealed that there were 5,517 reported snatch theft cases during the first five months of 2004. The problem of snatch thefts is obviously widespread especially in the urban areas. The problem could be even more serious. Based on a survey which it conducted between 1-6 June involving 337 respondents, Nanyang Siang Pau (6 July 2004) reported that 50% of the respondents had been victims of robbery, snatch thefts and sexual harassment. Of these victims, 61% were females while 89% lived in urban areas. Significantly, only about half of the victims (50.3%) had lodged police reports. Among the reasons offered for not reporting to the police were: "Police unable to help" (45.2%); "no evidence" (29%); and "procedure for lodging report was troublesome" (11%). Nanyang surmised that there was a "lack of confidence in the Police". Michael Chong, who heads the Malaysian Chinese Association's Complaints and Services Bureau, similarly remarked that many victims of snatch thefts did not lodge police reports (The Star, 6 June 2004). Malaysia - Snatch Thief The current anxiety about public security is directly related to the sudden surge in the reporting of crime, especially how three snatch thefts resulted in the deaths of two women and one man. Parlimen Malaysia - Rafidah's Rare Appearence in Parliament DISAPPROVAL PERMITTED On the home front, disclosures involved the names of Approved Permit (AP) recipients, which were made public after queries about the basis of their issuance arose. Minister of International Trade and Industry Datuk Seri Rafidah Aziz was grilled by her peers in the cabinet and Parliament over inconsistencies in the issuance of Approved Permits (APs) for import of foreign cars. On July 19 in response to fierce queries and criticism, the complete list of individuals who had received APs since 1970 was disclosed. The names included politicians, royalty, children of prominent Malaysians and two ministry officers, Datuk Seri Syed Azman Syed Ibrahim and Datuk Mohd Haniff Abd Aziz - who received the APs jointly and through several other companies. The issue was first invoked on June 28 by then Proton CEO Tengku Mahaleel Ariff, (pix, below) who in an interview with the Chinese-language Oriental Daily said the government had been treating Proton unfairly and did not support it enough. Subsequently he went on leave, two months before his contract (which was not renewed) expired. A few days later former prime minister Tun Dr Mahathir Mohamad defended Mahaleel and raised the fact that the issuance of 67,000 APs in 2004 had affected Proton sales. The Proton adviser also questioned the under-declaration of Korean cars imported to Malaysia. Mahathir queried how 20 companies could be given the bulk of more than 50,000 APs when the government's aim was to assist as many bumiputra businessmen as possible. The chain of events linked to the issue saw Rafidah having to answer questions to the cabinet and Parliament - which the fiery leader did; living up to her "Iron Lady" image. For the first time she also publicly revealed her softer side, breaking down during a press conference, while reading out portions of the letter she wrote to Mahathir responding to his queries, saying that she was saddened by allegations that she was disrespectful to the former prime minister. The Anti-Corruption Agency too probed the matter and visited the ministry, interviewing several staff members from various departments, including the AP department on Aug 5. The episode led to a review of the AP policy, which was incorporated into the National Automotive Policy framework. This was following the cabinet's detection of several weaknesses in the previous AP policy after a detailed explanation by Rafidah. Kayveas for not providing an appropriate answer to a question by Fong Po Kuan (DAP-Batu Gajah) regarding the country's oldest case which had yet to be dispensed with. "Justice delayed is justice denied ... " began Kayveas, but Lim interjected and shouted: "If you do not know, just say you do not know." Kayveas, not known to take such criticisms lightly, retorted that Lim was behaving like a monkey (macam monyet). "There's a monkey in front and there's also a monkey at the back. The DAP is equally responsible for such delays because many from their ranks are also practising lawyers," Kayveas said. He alleged that lawyers from the Opposition had taken a lot of cases and payments but do not attend court hearings, leading to the delays. "In the court they say they need to attend Parliament and ask for postponements. In Parliament they say they are unable to attend, giving the excuse that they are attending court cases," he said. An argument involving Kayveas, Lim and Fong followed, over the macam monyet remark. The exchange, which took place during the question-and- answer session, became heated, and Speaker Tan Sri Ramli Ngah Talib had a tough time trying to calm the MPs down. "Take it (the remark) back," Lim shouted at Kayveas. "It's becoming like a circus performance before the European Union (Parliamentarians)." "Yes, more like a Ipoh Timur circus," chipped in Datuk Badruddin Amirulddin (BN-Jerai). Fong got up, turned to the speaker and said: "It's not an appropriate behaviour by the deputy minister. Kayveas cannot use such words or repeat them. "If the speaker does not ask him to take it back, then he is supporting his behaviour. Such words should not be used. It's as if the BN is immune." Ramli asked Kayveas to retract the remark, but Kayveas refused to do it although he offered an apology. "I will not withdraw the statement," he said, and stood his ground. Fong said an apology was not sufficient and the deputy minister should be referred to the Rights and Privileges Committee for unparliamentary behaviour. She also questioned Ramli on the position he was taking on the matter. Datuk Raja Ahmad Zainuddin Raja Omar (BN-Larut) then stood up and told Fong to be careful about her statement relating to the speaker's chair. Adnan Yaakob - Go to Hell THERE is a Malay saying about the dangers of putting your foot in your mouth. Kerana pulut santan binasa; kerana mulut badan binasa (Because of the glutinous rice, the coconut milk is spoilt; because of the mouth, the body is destroyed) goes the saying. And this is the situation the Pahang Mentri Besar has got himself into, according to Utusan Malaysia. In the Bisik-Bisik column, Awang Selamat took Datuk Seri Adnan Yaakob to task for flinging the words "go to hell" at journalists in the state assembly on Monday. The columnist said some people thought they were so powerful they could say whatever they like without considering the consequences. "Perhaps that it is the reason the Pahang Mentri Besar told reporters to 'go to hell.' He can naik angin (get mad). I too can get mad at times. "But the Malays are very cultured people. No matter how angry a person is, he should always watch his mouth and actions. Losing one's cool is not an excuse for not watching what you say, more so if you are a leader," said Awang. The columnist said it would have been more effective if the leader concerned had reprimanded the newspaper for its mistake in a well-mannered way. Adnan was angry that an Utusan report had wrongly quoted him as giving the Prime Minister an ultimatum to pay the state RM150mil to RM200mil to stop all logging activities. Explaining his outburst, Adnan said he was really upset by the report and questioned its motive. Utusan front-paged a Bernama report where Adnan said this was the first time he had used such words in his eight years as Mentri Besar. He said the report could have caused a misunderstanding between him and the Prime Minister. "I am only human. When it was made to appear as if I was not loyal to the Prime Minister, I was furious because the Prime Minister deserves to be supported," he said. Utusan also devoted a whole page to comments from MPs, the public and others on the matter. Shariman Mohd Zain, who works in the private sector, expressed regret over Adnan's comment, saying it was shocking and unprofessional, while Nurazliza Abdul Manan said he should have corrected the mistake through a closed-door meeting or a press release. The Terengganu Press Club called on Adnan to withdraw his offensive remarks and to apologise to the media while Pontian MP Hasni Mohammad said it might be a misunderstanding. It was also pointed out that Adnan had "misbehaved" in the past when he showed a vulgar sign to the opposition party during a by-election in the state. In another column in the daily, the writer said words were a reflection of one's personality and leaders should be cautious of every word they used. "There is no point saying that a leader who has uttered bad words is actually a good-hearted person because every word coming from one's mouth first comes from the heart," he wrote. Parlimen Malaysia - Sothinathan Speaks For Medical Students In an unprecedented move, the cabinet yesterday suspended Deputy Minister of Natural Resources and Environment Datuk S. Sothinathan for three months with immediate effect for going against government policy. Explaining the reason for the decision, Prime Minister Datuk Seri Abdullah Ahmad Badawi said: "As a member of the government, he should not have taken the stand to criticise the government (in Parliament)." He said that this was certainly a breach of party (BN) discipline. He said Sothinathan, who will still be a member of parliament, will stay away from the front bench for three months. This is the first time the government is suspending a deputy minister from its ranks, Abdullah said after speaking at an investors conference. Sothinathan, 45, who is Teluk Kemang MP and MIC secretary-general, had during a debate on the Crimea State Medical University (CSMU) issue in the Dewan Rakyat on Tuesday, questioned the government's decision to de-recognise CSMU degrees. The debate was on a DAP motion to discuss the Malaysian Medical Council's decision to not recognise CSMU degrees, affecting Malaysian students. Sothinathan had said many of the students at the university are Indians and because of this, being a BN component party, the MIC is duty-bound to protect their interest. "We are the party in government representing the Indian community ... it is our duty to right a wrong when it happens," he had said when responding to Deputy Health Minister Datuk Dr Abdul Latiff Ahmad. The Chief Secretary to the Government in a statement issued last night said: "Based on the Code of Ethics for Members of the Administration 2004, a member of the administration (including deputy minister) is bound by the principles of joint responsibilities, that is, he cannot make any statements which are contrary to government policities." Tan Seri Samsudin Osman, who is also cabinet secretary, said the decision to suspend Sothinathan was made at the cabinet meeting which discussed his behaviour in Parliament on Tuesday. "The cabinet decided to get the consent of the Yang di-Pertuan Agong to suspend the YB Deputy Minister (Sothinathan) for three months with immediate effect," he said. The decision is in accordance with Clause (1) Article 43A which is read jointly with Section 29 of the 11th Schedule of the Federal Constitution. When contacted, Sothinathan said he accepts the decision and will continue to do his party and constituency work. Met at works minister and MIC president Datuk Seri S. Samy Vellu's office, he refused to elaborate on the decision. He had earlier held a closed-door meeting with Samy Vellu. Also present were MIC leaders including its vice-president Datuk G. Palanivel. Samy Vellu said in a statement that it is Abdullah's prerogative to suspend Sothinathan. "The prime minister has the right to take this decision because it is his prerogative to appoint ministers and deputy ministers, apart from other government officials." He said that he will table the MIC's stand on CSMU at the next cabinet meeting, since Health Minister Datuk Dr Chua Soi Lek will not be present. Minister in the Prime Minister's Department Datuk Seri Nazri Abdul Aziz said that Sothinathan loses his privileges and responsibilities as a deputy minister, as well as his salary, during that period. He said he had informed BN Chief Whip Datuk Seri Najib Abdul Razak of the breaking of rank and had provided the Hansard and tape recording of the debate as evidence. He said Sothinathan was not referred to the Dewan Rakyat Privileges Committee because he did commit an offence in relation to his position as an MP. "What he actually did was he broke rank and it was solely an administrative issue because he was part of the government. He broke the party discipline and he was disciplined." Nazri denied that the suspension was meant as a warning to front bench members not to speak against the government. "If you are member of the administration, it is your duty to defend the stand, decision and policy of the government. You cannot have the cake and eat it." In December 2002, Penang assemblymen Lim Boo Chang and Tan Cheng Liang were suspended indefinitely by the MCA and BN for refusing to vote against an Opposition motion to defer the RM1.03 billion Penang Outer Ring Road project in the state assembly. Let me state from the outset that I fully agree that there is an urgent need for a higher standard and quality of parliamentary debate by MPs, which is why I had been consistently and persistently calling for parliamentary reform and modernization to upgrade parliamentary standards and performance. There is, however, an equally urgent need to raise the standard and quality of media reporting and commentary about parliamentary proceedings as well national affairs, which is highlighted by the NST parliamentary reporting and commentary alleging that I had led, with the support from BN members, in an onslaught on the NST for Zainul Arrifin's column "Our MPs are not ready for prime-time TV".
